I have received the workers comp audit back from SCMIT. Everything went very well on the report. We are starting to receive the set-off debt money thru the Municipal Association. This is money from unpaid traffic tickets that are set-off thru the state revenue on individual taxes. I e-mailed the Ways & Means Committee concerning the Aid of Subdivision money. The committee was meeting on the State budget cuts, which they are trying to cut 122 million dollars from county and municipalities. The cut for municipalities is 42%, which will hurt us badly on the money we receive from Aid to Subdivision.

I meet with Bob from England Enterprises last week. He came in and put a new program in my computer for building permits. This system will track all the permits issued, and inspections. The inspections that need to be made will go straight to the building inspector, and she can send me the report after the inspection is made.

I talked to David Smalls with the Chamber of Commerce. He will be sending me some information on hosting a Business After Hours at our new Municipal Complex sometime during the spring.

I am currently working on the 2009-2010 Budget. I have the budget calendar prepared for tonight.

TOWN CLERK REPORT – February, 2009

  1. As the Mayor reported, local opt sales taxes are down from last year, I have started tracking this to see its affect on revenue. Local opt sales taxes have steadily decreased since 2007.  I have been working with our town attorney on the revised business licenses ordinance and I have prepared for tonight’s meeting.   I have met with Bill Huggins from the MASC on hospitality tax, we are in the process of researching an ordinance for its implementation.  I paid one ticket assessment this month.  I am working on the workers comp audit, which is the first time the town has had a physical audit here at Town Hall.  I will be reporting the results when the report comes in.  All employee tax forms have been completed and the 1099’s have been mailed.
  2. I attended a Red Flag class on identify theft and I will be working on a plan for the safeguard of our information.  I attended a luncheon with the Chief in which he received a check for the littering grant.  I was contacted by Charles Williams concerning the Public Highway Safety Grant, which I passed on to the Chief for review.  I will be working on getting information together for the next cycle for the T-21 grants.
  3. I met with our code enforcement agent, who is our building inspector, concerning properties around the town.  These properties are the ones that are in need of repair or cleanup.  I have attached an ordinance in reference to this to the council package.  I spoke to the Mayor and asked if a council member could work to identify our properties in question, in fairness to our citizens.  I received an email from Chris Bickley on the state-mandated planning training classes.  I will be getting in touch with those who are affected.  We have been working on getting dates with the jury trials which hope to start the end of March.

TOWN CLERK REPORT – January, 2009

  1. Christmas Parade went very well; I like to thank Debbie McMillan and Dawn for helping me with the lineup. We had 42 entries that were in the parade; also like to thank Cottageville Motors for lending us a car for council. The Christmas decorations were taken down last Tuesday.
  2. The census sent me an update on the map that I had updated for them; I approved it and sent back to them. If anyone is interested in a part time job for the census please see me and I will give you a number to call.
  3. I will be meeting with several persons from the Municipal Association in getting information on hospitality taxes and accommodations taxes. I will also be working this month on updating our business license ordinance.
  4. I will be attended a red flag class this month, which is for identify thief prevention, that we will have to have implemented by May 2009.
  5. We put an ad in the paper for a position on the planning commission the deadline is Jan. 16, if anyone is interested please see me. Also starting next month the planning commission will be on the agenda under the committee’s report to give there updates on their meetings. They will be meeting the next Monday after council meetings.

TOWN CLERK REPORT - November, 2008

Also found out that the state will be cutting more of our funds, which is Aid to Subdivision. In August of this year they cut us 3% and in Jan. 09 they are going to cut more which will be 10% to 11% of our funds, this will be lower than we made last year from the Aid of Subdivision.
  2. I sent out set-off-debts letters. These are letters that we have from previous year on unpaid traffic tickets.
  3. Prepared forms for the Christmas parade and mail out around 30 forms for the parade. If anyone needs a form they may come by and pick up the form from us or go on to the web page.
  4. SCE&G will be here on December 2 to put the Christmas lights up.
  5. I helped our building inspectors which is England Enterprises with our ISO inspection, should hear something back within a month or so how the inspection went.

TOWN CLERK REPORT - October 6, 2008

I have three that need to take the 6 hour course which will be given on Nov. 3 and Nov. 10. Then I have five that need to take the 3 hour refresher class, which is on Oct. 22 or Nov. 5.
  3. The 2010 Census job are available, if anyone is interested in this please see me and I can give you the web page to go on.
  4. Halloween will be observed on Oct. 31 from 6:00 to 8:00 p.m.
